Apple’s peer-to-peer Wi-Fi continues to use an Apple protocol that’s not documented for third-party use. WAC is clearly the best solution to this problem. If you can’t do WAC, your best place to start is NEHotspotConfigurationManager but the final user experience is likely to be quite bumpy. Ensure Peer-to-Peer Blocking Is Disabled. Peer-to-peer blocking is configured on a per-WLAN basis and prevents clients on the wireless network from communicating with one another. By default, it is disabled for new WLANs, but if enabled, it can cause issues for services like AirPlay when the AppleTV is on the wireless network.

By using peer to peer connection, Apple TV will communicate directly with a Mac or an iOS device without use of the campus wifi. This may mitigate some problems with interference from other devices on the wifi network (e.g. a large audience carrying mobile phones all trying to auto-connect to an available wifi).

All devices must meet these requirements:

Apple TV generation 3 Revision A or later (model number A1469), running OS 7 (7.2 or later recommended).

Macintosh running Yosemite (10.10.6 recommended) or later.

iOS device running version 8 or later.

Authenticate the Apple TV & Change its connection to peer to peer:

Connect the Apple TV to the campus wifi network, if it's a new unit. Authenticate using a valid Apple ID.

Once the Apple TV is working properly, go to Settings menu and 'forget' the wifi network to make it switch to a peer to peer connection using Bluetooth + wifi.

Note: Peer to peer makes its initial connection via Bluetooth, which has a range of about 20 to 30 feet. Make sure your iPhone, MacBook, etc. is within this range to make that connection with the Apple TV unit. Once they are connected, you can get farther away & the connection will be maintained by the wifi.
